The Board of Selectmen’s regular meeting on March 19, 2024, began with a moment of silence for Jean Grzelecki, remembered for her nearly three decades of service to the Planning and Zoning Commission, including acting as its secretary for a number of years. First Selectman Dionna Carlson reflected on her impact, saying, “Our thoughts and prayers go out to her husband Frank and daughter Sharon.”
The agenda was filled with infrastructure items, starting with Tiger Mann from the Department of Public Works discussing the Bristow Centennial Master Plan – Phase IV. The board approved a $240,900 for comprehensive trail installation, reconstruction, and related landscaping improvements.

John Howe, Director of New Canaan Parks and Recreation Department requested funding in the amount of $25,839 for repairs to the fencing at the Water Tower fields, Waveny Softball Fields and the Mead Park Varsity Baseball field. Mr. Howe highlighted the critical need for these repairs, noting their frequent use by sports groups and resultant wear. The repairs are necessary as a result of damage to the fences during practices and games. The request passed the Board of Selectmen unanimously.
Addressing operational needs, the Department of Public Works obtained approval for increased purchase orders with Lawson Supplies and New Canaan Auto Parts. Mann underscored the necessity of these supplies for departmental efficiency. The Board of Selectmen approved the request.
The meeting also tackled a potentially emergency situation at the Butler Lane Pump Station, where a generator failure necessitated immediate attention. A $6,521 contract with Northeast Generator was approved, with Mann detailing the urgency and the impending weather conditions that prompted swift action.
The Playhouse renovation and alley was another focal point, with the board approving funding for additional structural engineering and sidewalk improvements to ensure they are ADA compliant.
Fund were also requested by the Public Works Department to finish the gas line connection at the Lapham Community Center. The utility company recently brought the gas line to Lapham recently. According to Tiger Mann, “Now, it’s up to us to bring the lines in and hook up our boilers inside.” Once the Lapham Center is complete the town will look to bring natural gas to the Town Hall Annex and Vine Cottage.
Approval was granted for an engineering survey of Elm Street sidewalks in the area of Walter Stewarts past Karl Chevrolet and across the street. Once the survey is complete the department can formulate a plan and cost to complete the project.
On the personnel front, Sharon Wynter’s employment was praised. Acknowledging her contributions to the Town Clerk’s office, Human Resources Director Cheryl Jones praised Wynter, stating, “Sharon has become a valuable member of our team, consistently demonstrating collaboration and integrity.”
The meeting closed with the selectmen unanimously approving all items in the agenda.
